How teaching is sequenced
Pedagogy is anchored to the stage. What looks like four different teaching philosophies is one continuum with a single moving variable: who supplies the problem.
These are characteristic emphases, not exclusive methods. The stages are one continuum with a single moving variable — who supplies the problem — so direct instruction, projects, tinkering, peer learning and co-creation all appear at more than one stage. Facilitators combine them according to the learner, the subject, the safety requirements and what the work is for.

A challenge that is defined too narrowly limits the skill development it was meant to produce[14]. The temptation for a facilitator under time pressure is to narrow the challenge until it is really a project — which is a reasonable move at the Maker stage and a mistake at the Innovator stage. Naming the stage before planning the session is what prevents this.
Two delivery modes, and both are necessary
Taught instruction
Structured, syllabus-following sessions with stated prerequisites, learning outcomes and assessed work. This is what an institutional partner is buying, and what certification rests on.
It is a first-class mode, not a fallback. Novices need guidance, and the strongest published critique of discovery-led teaching is precisely that it withholds guidance from people who do not yet have the knowledge to work without it[17].
Open making
Unstructured, self-directed, peer-driven time. It is not assessed by default, though a learner may later choose to submit something made here as programme evidence if it meets the criteria. People work on what they choose, alongside others at different depths.
It is also where a good deal of retention comes from — continuity, peer relationships and room to practise without a deliverable. Systematic review finds peer support outperforming structured teaching in the later phases of maker work[26], and situated accounts of learning describe exactly this mechanism: expertise circulating through a community rather than being delivered[8, 9].
Open making is timetabled, not left over. The pressure is always to convert it into more classes, because classes are countable and open making is not — and that pressure is exactly why it has to be protected explicitly rather than defended session by session.
What a facilitator actually does
Three roles, and they are genuinely different jobs performed by the same person[14].
Organiser
Materials ready, tools working, the space safe, the session shaped, the group formed. The unglamorous half, and the half that determines whether anything happens at all.
Teacher
Direct instruction where it is needed — the technique, the concept, the safety procedure. In a first year, more of the time is legitimately content-focused than people expect.
Coach
Judging what a learner actually needs — a question, an explanation, a demonstration, more practice, or space to work it out; running the talk-through; helping someone read a failure as information rather than as a verdict.
The skill that takes longest to build is knowing which of the three a particular moment calls for. Coaching a learner who simply does not know how to use the tool wastes both their time; instructing a learner who is one question away from working it out takes the learning away.
Mixed groups are the normal case
Because placement is by demonstrated capability rather than age bands, a session regularly contains people at different depths — and, where safeguarding and supervision arrangements allow, at different ages. That is a feature, and it needs planning for.
- Design tasks with a low floor and a high ceiling. The same brief should be completable simply and extendable indefinitely.
- Use the range deliberately. A learner explaining their build to someone newer is doing the talk-through in rehearsal, and it is one of the strongest things available to a facilitator with a large group.
- Assess against the programme level, not against the room. A learner’s work is judged by the level rubric they enrolled at, never relative to the strongest person present.
- Do not publish a typical age as a guide to readiness. It reads as a rule to precisely the people who would benefit most from ignoring it. Where an activity carries a legal or safeguarding age requirement, publish that separately and say why it applies.
Supporting facilitators
Facilitator capability is the binding constraint on quality in this kind of education, and it is well evidenced that it can be built deliberately — structured professional development improves teachers’ knowledge, attitudes and beliefs about maker pedagogy, including in low-income rural settings[30].
What that means concretely here:
- Onboarding covers the stages, the completion standard, how to run a talk-through, safety, and the equipment a facilitator will actually use — the education model matters as much as the machines, and is the part most easily skipped.
- A shared stock of challenges and projects, so that no facilitator faces a blank page every batch. Authoring new projects is the heaviest recurring task the role carries.
- Assessment formats, tracking templates and certification guidance are provided rather than reinvented locally.
- Curriculum fidelity is checked — which learning areas were actually delivered, as a support conversation rather than an audit.
Quality and safety
Certification is only as good as the conditions it is issued under, so two systems sit alongside it — and they matter more, not less, when the same programme runs in more than one place.
Learner assessment
Criteria published before work begins, in language learners can use, applied to comparable evidence. Assessment formats, progress-tracking templates and certification guidance are held centrally and provided to every site rather than reinvented locally.
Site quality assurance
A shared quality framework with periodic review, standard operating procedures, space layout guidance, maintenance, reporting templates, and a curriculum-fidelity check that asks which learning areas were actually delivered.
Safety is a design constraint, not a poster
- Machine-use standards for 3D printers, laser cutters, CNC routers, and soldering and electronics work.
- Ventilation and electrical-setup standards written into the space specification, not added afterwards.
- Child safety and safeguarding anchored to recognised frameworks — safety first, designed for children, accessibility, inclusivity and equity[53].
- Quality anchored to the same recognised principles used to judge educational technology at scale: ask why, design for all, empower facilitators, engage the ecosystem, be data-driven[54].

What is hard about this, honestly
- Soft results are hard to verify. Persistence, judgement, collaboration and confidence are what facilitators most want to certify, and they are the hardest things to evidence. The talk-through and reflection pair is our mitigation, not a proof.
- One person cannot facilitate every subject well. Breadth requires rotation, visiting specialists, and a facilitator comfortable not being the most expert person in the room.
- Open making is invisible in reporting. It produces no completion numbers, so it has to be protected in the timetable rather than left to survive on its measurable value.
- Judging when a group is ready for an open challenge takes experience. It is currently a judgement experienced facilitators make well and one we are still working out how to describe on paper, which makes it slower to pass on.
